The error was only half of the original issue. I probably forgot to mention the Dell alarm beeps. A series of fast beeps, like an alarm or some kind of error when it started up. Dell diagnostics all came back clean including the full HDD scan.
The solution: BIOS setting change from FAST BOOT to THOROUGH.
