Want to limit or restrict Windows Control Panel access to specific users, groups, or computers? The ideal solution is to use Group Policy setting: Show only specified Control Panel items:
Create or edit a domain Group Policy Object – or – edit local Group Policy using gpedit.msc
Local Computer Policy – User Configuration – Administrator Templates – Control Panel: Show only specified Control Panel items
Click Enabled, click Show… button. In the Show Contents window, enter the Control Panel item Values that you wish to allow.
On Windows Vista, Windows 7, and Windows Server 2008 and Windows Server 2008 R2, my experience has confirmed that using the same names that you see listed when you open the Control Panel works successfully:

Of course, other gpedits may affect the actual access to the items in the Control Panel too, for example, setting Enable screen saver to Disabled or enabling Prohibit Access to the Control Panel.
